Allow providers block folders in ACTION_OPEN_DOCUMENT_TREE 

DocumentsContract
- Add new flag FLAG_DIR_BLOCKS_TREE in Document

ExternalStorageProvider
- Add flag into DocumentInfo for blocking folder
