[SB Refactor] Implement the TunerService callback for the icon hide

list and pipe it through to the wifi icon.

Test: `adb shell pm enable com.android.systemui/.tuner.TunerActivity`
then Settings > System > System UI Tuner > Status bar > Toggle the wifi
on/off and see the wifi icon toggle as well
Test: statusbar.pipeline tests
