Re-add preinstalled for SYSTEM_ALERT_WINDOW

Dailer currently uses SAW, regrant them SAW through preinstalled until
we have another solution.

This is reverting I2451d51f4ab42a852992505c5e1919a3c01525d0 and If7f0f041f96c9702181f3133383c3b7959851cbb
