[Bouncer] Add bouncer log buffer.

Adds a table log buffer that listens to state changes for the state flows.

Test: Added a unit test.
Test: Interact with the bouncer. use `adb bugreport` and upload it to
ABT. Look at Custom View > BouncerLog to view the table.
