Return STATUS_UNSUPPORTED if WindowAreaComponent is not supported

Devices may support WM Extensions and use the reference implementation,
but may not support WindowAreaComponent features. This change returns
UNSUPPORTED values instead of UNAVAILABLE for status updates on
these devices.
