WatchedIntentResolver now uses WatchedIntentFilter
Bug: 181964615 Convert WatchedIntentResolver to use WatchedIntentFilter instead of IntentFilter. WatchedIntentFilters are converted back to IntentFilters when they are used in APIs. The final conversion to WatchedIntentFilter in PackageManagerService happens in a follow-up commit.
