Cleanup TaskFragmentOrganizer#applyTransaction

Replace the existing usage with the overload method, which is introduced
to sync TaskFragmentOrganizer with other transition.

Introduced TaskFragmentTransitionType to avoid exposing Shell transition
API to CTS.
