Notify fixed rotation transformed insets state

- Use the corresponding insets state in notifyInsetsChanged and
  notifyInsetsControlChanged.
- Move duplicated logic from addWindow and getWindowInsets to
  getLayoutHint and make it fixed-rotation-transform aware.
- Get navigation bar position by display frames for calculating
  insets frame, so it isn't always associated to real display.
