Fix a11y of BiometricPrompt icon and help text 

Makes sure the BiometricPrompt fingerprint icon has an appropriate
content description, isn't overridden by UdfpsController, and doesn't
announce "Selected" before reading help text.

Test: Manually tested with biometric integration test app
