Fixed regression on jank test of changeBrightness 

Replace using hardware layer for alpha animation with drawing
transparent color with MULTIPLY mode.

Test: atest google/perf/jank/SystemUI/UbSystemUIJankTests-Trace:android.platform.systemui.tests.jank.SystemUiJankTests#testChangeBrightness
