Parse audio config codec capability for LE devices

 1. Rename function getHwOffloadEncodingFormatsSupportedForA2DP
    to getHwOffloadFormatsSupportedForBluetoothMedia
 2. Add audio format for LC3
 3. Add public class BluetoothLeAudioCodecConfig to store the
    codec for LE audio
 4. Add test case for BluetoothLeAudioCodecConfig
