Rebind to ControlsProviderService if package updates 

If we are bound to a ControlsProviderService and the package is updated,
re-bind to it using the same flags after it has finished updating.

Test: atest PackageUpdateMonitorTest
Test: atest ControlsProviderLifecycleManagerTest
Test: manual, reinstall app using adb
