Rework device policy user restrctions. 

Removed the "global" and "local" restriction sets. All restrictions
set from the DPM are now stored as a single restriction set. "global"
restrictions are stored with the userID ALL_USERS.

Test: btest "android.devicepolicy.cts.UserRestrictionsTest"
