Add CAR_DRIVING_STATE and CAR_CONTROL_AUDIO_VOLUME permissions to run

ATS tests

AtsCarHostTestCases and AtsCarDeviceApp requires CAR_DRIVING_STATE.
AtsDeviceInfo and AtsAudioDeviceTestCases requires
CAR_CONTROL_AUDIO_VOLUME.
