Add permissions check for getNetworkType

-Add a function in TelephonyPermissions to check
 READ_PHONE_STATE or return NETWORK_TYPE_UNKNOWN (soft denial).
-Honor the subId in TM or use the default DATA sub when
 returning the network type.
