ST HAL Instrumentation client side

- Add model params to TestApi
- Add RecognitionConfig to TestApi
- Add client-side STInstrumentation attach method to STManager
- STInstrumentation implements ISoundTriggerInjection, dispatches appropriate
callbacks and handles session staleness.
