Clear calling identity n BackupManager#reportDelayedRestoreResult 

The method binds BackupTransport, which needs to happen from system
process.

Bug: 280047012
Test: 1. Modify TelephonyBackupAgent to call
         BackupManager#reportDelayedRestoreResult
      2. Observe there's no exception.
