Make Activity#overrideActivityTransition handle invalid resId. 

Make it possible to replace the no animation usage for
overridePendingTransition.

Bug: 269618510
Test: manual, call overrideActivityTransition in the top activity with
set enterAnim and exitAnim to 0 for both open and close transition,
verify no animation play when enter/exit activity.
Test: atest ActivityTransitionTests
