Add metrics for the PO and DO provisioning APIs

Added metrics for DPM#provisionFullyManagedDevice and
DPM#createAndProvisionManagedProfile, these metrics map
to the previously logged metrics in MP.

Test: Verified manually that the metrics are being reported.
