Fix issue where keyguard wouldn't be dismissed 

Keyguard wouldn't be dismissed when launching the emergency dialer
from lock screen or locked camera.

Test: Tap on 'emergency' from lock screen and camera.
Test: Unlock from lock screen and camera.
