Mirror TaskSnapshotSurface to WMShell(2/N)

- Let WMShell able to draw task snapshot surface.
- Create new class StartingWindowInfo to pass needed data from WM to
Shell.
- Rename TaskSnapshotSurface -> TaskSnapshotWindow in WMShell.
- Mirror and modify a new TaskSnapshotWindowTest in WMShell.
