Assign NotifSections in new notif pipeline

Add notification sections to ListEntries. This assigns sections to
each notifications but does not include adding the section headers.

Ordering of notification sections is currently:
HeadsUp, ForegroundService, People, Alerting, Silent

Note: HUN section won't be assigned since the new rendering pipeline
isn't enabled yet.
