Fix bug #6427629 Clean up layout direction APIs 

- getLayoutDirection() / getTextDirection() / getTextAligment() dont do resolution
- resolution done into onMeasure()
- use XX_RESOLVED bits to check if resolution needs to be done
- code formatting
