Change zen defaults for upgrade and new users

- Upgrade -> migrate suppressScreenOn and suppressScreenOff to
suppressVisualEffects
- New -> all visual effects are off, starred contacts are allowed
to call

Also fixed an NPE noticed while testing this CL
