[7/n] Camera Compat: Split screen aspect ratio for resizeable activities

When config_isWindowManagerCameraCompatSplitScreenAspectRatioEnabled is set to true, use split screen aspect ratio for the activity when camera compat treatment is enabled and the app is connected to the camera in fullscreen
