Clean up unnecessary interfaces of WindowManagerPolicy

Since the major layout policy has been moved from PhoneWindowManager
to DisplayPolicy. The interfaces are no longer needed for cross
package access.

Only rename/remove unused methods and interfaces. No logic change.
