Add READ_WALLPAPER_INTERNAL to the Shell androidManifest

A permission issue caused a breakage in ContextTest. Granting READ_WALLPAPER_INTERNAL to the test fixes the issue.

This requires to add READ_WALLPAPER_INTERNAL to the shell
androidManifest
