Enable presubmit CtsJobSchedulerTestCases.

Make sure we test CtsJobSchedulerTestCases before submitting changes to
JobScheduler files.

Wifi is not available for tests run due to TEST_MAPPING, so all CTS tests
that require wifi have been excluded from the presubmit by using the
@RequiresDevice annotation.
