Fix ResumeOnRebootServiceProviderTests 

The mock class doesn't support accessing public fields directly. So
switch the ResolvedInfo and ServiceInfo to fake implementations.

Test: atest FrameworksServicesTests:ResumeOnRebootServiceProviderTests
