Merge changes from topics 'hw_prohibit_copy_buffer', 'hw_create_immutable_bitmap', 'recycled_getConfig'

* changes:
  Prohibit copyPixelsToBuffer & copyPixelsFromBuffer
  HardwareBitmaps: support createBitmap methods that return immutable bitmap
