Refactored Autofill to move starting flag out of Session. 

Otherwise, all onFillRequest() calls in the same partition would use
the same flags.

Test: existing CtsAutoFillServiceTestCases pass
Test: CtsAssistTestCases pass
Test: PartitionedActivityTest.testAutofill4ParitionsMixManualAndAuto() pass
