Replace profile owner and device owner access checks DPMS

Remove enforce methods
* enforceDeviceOwnerOrManageUsers
* enforceProfileOwnerOrSystemUser
* enforceProfileOwnerOrFullCrossPermission

* Use precondition checks instead
