Merge changes from topics "shelf-refactor-anv", "shelf-refactor-click" into udc-dev

* changes:
  Add ActivatableNotificationViewBinder hierarchy
  Remove NotifShelfController#getInstrinsicHeight()
  Decouple NotifIconAreaController and NotifShelf
  Remove ActivatableNotificationView#isActivated
  Move NotifShelf click handling to Interactor
