[Provider Model] Should not show Wi-Fi entries under lockscreen

- If the Internet Panel is showing under lockscreen
  - Show "Unlock to view networks" subtitle
    - Highlight Wi-Fi toggle if the default network is Wi-Fi
    - Hide Wi-Fi entries
    - Hide "See all" item

- If the Wi-Fi entries is empty
  - Hide Wi-Fi entries
  - Hide "See all" item
