Allow dumpstate to make binder calls with rild

This is needed for a CTS testcase:
SELinuxHostTest#testNoBugreportDenials
Denial: denied { call } for scontext=u:r:dumpstate:s0
        tcontext=u:r:rild:s0 tclass=binder permissive=0
