Deprecate both USE_GOMA and FORCE_USE_GOMA flags 

Test:
m USE_GOMA=true GOMA_DIR=$(goma_ctl goma_dir) toybox
m FORCE_USE_GOMA=true GOMA_DIR=$(goma_ctl goma_dir) toybox
both result in error message being printed.
