Remove boolean arguments from NewLibrary() 

NewLibrary is going to be used for header only libraries.  Instead
of adding more boolean arguments, replace the existing ones with
BuildOnlyStatic and BuildOnlyShared calls on the libraryDecorator
returned by NewLibrary.

Test: m -j, compare build.ninja
