  Consolidate *MutatorContext and ModuleContext into BaseModuleContext
  Add test for missing defaults modules with AllowMissingDependencies
  Capture missing dependency error rules
  Share buildDir for android/soong/android tests
  Reimplement AddMissingDependencies
  Add GenerateAndroidBuildActions to DefaultsModuleBase
