Skip Bazel dist dir migration if not in dist mode or if Bazel dist dir does not exist. 

Test: DIST_DIR=/tmp/foo USE_BAZEL=1 m dist and DIST_DIR=/tmp/foo USE_BAZEL=1 m dist installclean
