Pass ANDROID_SDK_HOME to metalava so it doesn't write to ~/.android 

Give metalava an ANDROID_SDK_HOME directory in the out tree so it
doesn't write to ~/.android.

Test: mv ~/.android ~/.android.bak && m car-doc-stubs
