Disable stripping for riscv64 

create_minidebuginfo doesn't support riscv64 yet, disable stripping
for riscv64 until it does.

Test: m ALLOW_MISSING_DEPENDENCIES=true LLVM_PREBUILTS_VERSION=clang-r468909b LLVM_RELEASE_VERSION=15.0.3 libc -k
