Revert "DoNotConvert tzdata nor tz_version"

This reverts commit bff2e88a.

Reason for revert:
The reason for excluding them has been resolved; the files no longer conflict with the target names.

Test: mixed_libc.sh shows conversion of tzdata & tz_version
