defconfig: msm: Enable CONFIG_MMC_CQ_HCI for sdm670 



Enable CONFIG_MMC_CQ_HCI to support command queue of eMMC in sdm670 and
enable CONFIG_MMC_PARANOID_SD_INIT for sd card.
