arm64/configs: defconfig: Enable INPUT_HBTP_INPUT 



* Needed for QTI PowerHal to Fix:

E QTI PowerHAL: Failed to acquire lock for hint_id: 1040.
I QTI PowerHAL: Got set_interactive hint on= 0, count= 2
E QTI PowerHAL: Error opening /sys/kernel/hbtp/display_pwr: No such file or directory
I QTI PowerHAL: Power setMode: 7 to: 1
E QTI PowerHAL: Failed to acquire lock for hint_id: 1041.
I QTI PowerHAL: Got set_interactive hint on= 0, count= 3
E QTI PowerHAL: Error opening /sys/kernel/hbtp/display_pwr: No such file or directory
