ARM: dts: msm: Reduce CNOC bus voting for USB slave on SDM845 



Existing CNOC bus voting for USB slave translates as 20MHz which
prevents low svs corner. Hence to allow low svs corner reduce CNOC
bus voting which translates as 10MHz on SDM845.
