sm8250-common: Introduce VRR Configuration

Some of our devices (such as the pro variants with qhd panels) have
significantly higher baseline power usage at 90hz than 60hz even at
1080@90. The 1080 variant devices have virtually no baseline power
change.

Configure VRR for high brightnesses only, at which point you cannot
recognize the otherwise seizure-inducing switch.
