Clear second bounds check variable on MT8163

It seems this is necessary when the BROM has loaded the preloader into
the L2 SRAM, as is the case when the eMMC hasn't been disabled,
disconnected, erased, or has otherwise made the preloader inaccessible
to the BROM.
