For repairing perms - you could apply the following blanket perms to /L/E and /S/L/E (however, I prefer to handle perms per-kext):

sudo chown -R 0:0 /path/to/kext/or/folder
sudo chmod -R 755 /path/to/kext/or/folder
As for repairing the cache, if 10.11 or newer, I use:
sudo kextcache -i / && sudo kextcache -u /
Otherwise:
sudo touch /System/Library/Extensions && sudo kextcache -u /
