Revert "msm: sde: reduce kickoff timeout to 2 vsyncs"

This reverts commit babe3b08 (
"msm: sde: reduce kickoff timeout to 2 vsyncs").

2 vsync timeout is not enough to handle inline rotation
case in which input fence can block for more than 2 video
frames. Revert timeout to original setting.
