defconfig: arm64: Disable DEVMEM and DEVKMEM for sdm845 



The VTS test case, testKernelConfigs, specifies that mem
and kmem not be present in /dev.  Therefore disable DEVMEM
and DEVKMEM flags in sdm845_defconfig.
